On Aletta Jacobslaan/Hugo de Grootlaan there is a plot of fallow land owned by the municipality. The land is zoned 'mixed purpose/green space'. Since the development of the Oosterheem neighborhood, this land has been used for temporary facilities, such as the emergency shopping center. There is now a temporary facility (soccer field) on this piece of land and it is used for dog walking.

Council Decision

The City Council designated the piece of land as a housing development site on January 29, 2018; just like about 20 other sites that the council has decided to develop for housing within 5 years to implement the Zoetermeer Housing Program.

Housing

In October 2020, the college approved the sale of the Aletta Jacobslaan/Hugo de Grootlaan site to developer Van der Kooy Vastgoed. This will soon give the Zoetermeer neighborhood of Oosterheem 166 new homes. It involves 50 ground-level owner-occupied homes and 116 apartments, of which 44 are owner-occupied apartments and 72 are rental apartments, mainly in the middle rental sector.

Zoning plan adopted, higher noise values granted and environmental permit granted

On December 20, 2021, the City Council decided to adopt the H. de Grootlaan - A. Jacobslaan zoning plan as amended. A number of views have given rise to amendments to the rules and/or the explanation of the zoning plan. Ex officio the zoning plan has also been amended on a few points. Furthermore, on November 9, 2021, the college took a (final) decision on higher values for noise and granted the environmental permit on December 30, 2021.

Draft zoning plan

On June 15, 2021, the college approved the draft zoning plan 'H. de Grootlaan - A. Jacobslaan' and appendices. From Friday June 25, 2021 to Thursday August 5, 2021, the draft zoning plan, the decision on higher values for noise and the draft environmental permit were available for inspection for views.

Board approves preliminary zoning plan

On March 23, 2021, the College of Mayor and Aldermen (B&W) approved the preliminary zoning plan. The preliminary consultation with authorities about the preliminary zoning plan can be started. The city council is also asked to provide any points of attention on the preliminary zoning plan. Because participation on the building plan has already taken place, no participation on the preliminary zoning plan will be organized now. Later, views can be submitted against the draft zoning plan.

For every development, the municipality must investigate the impact on the environment and surroundings. You will soon be able to read the results of these studies in the zoning plan. On March 23, 2021, the municipality determined on the basis of the "Notification Memorandum EIA" that it expects the environmental impacts to be so small that no comprehensive "environmental impact report" needs to be prepared.

At the July 13, 2020 council meeting, the city council adopted the land development plan and related principles for the development. Van der Kooy Vastgoed submitted the environmental permit in December 2020.

Participation track 2018-2019

Information evening July 10, 2018

On July 10, 2018, there was a first walk-in meeting for local residents and others with information about the new construction plans at Aletta Jacobslaan/Hugo de Grootlaan. An estimated 80 visitors attended the meeting. Visitors were given an explanation, could react to the plans and ask questions to the architect, Van der Kooy Vastgoed and the municipality. A scale model was present where visitors could get a good idea of the plan. Critical remarks were made about the parking possibilities, the direction of the entrances, the height of the proposed new building with related light and sightlines, the placement of the houses, the greenery, what will be for sale and for rent and what the destination of the houses will be (youth/elderly housing).

Conversation Oct. 23, 2018

The municipality received 23 responses to the housing plans for this area. The submitters of the questions were informed personally. A summary has been made of the questions and answers. The municipality met with local residents on October 23, 2018 to discuss the answers to your questions regarding the construction plans Aletta Jacobslaan/Hugo de Grootlaan.

Meeting Sept. 12, 2019

On September 12, 2019, the developer presented the modified plan to approximately 100 local residents and other interested parties. The changes (location and height of the housing blocks) were received fairly positively. The presentation can be found at the bottom of the page. Local residents do not fully support the plan for housing development at this location, especially in terms of views, traffic and parking.

The September 12, 2019 meeting marked the conclusion of the consultation on the Aletta Jacobslaan/Hugo de Grootlaan project. The College of Mayor and Aldermen adopted the final report of the consultation on Tuesday, November 19, 2019.
