Target group statement labor cost benefit older worker

Are you 56 years of age or older, receive welfare benefits from the municipality and have found a (part-time) job? If so, your new employer may be able to obtain a reduction in wage costs. For this you need a "Target group statement wage costs benefit older employee".

What is labor cost benefit (LKV)?

Wage cost benefit is an allowance for the costs your employer incurs when hiring you. Your employer can receive an amount for each hour you work. You can do this for 3 years in a row. Your employer receives the money from the Tax Office in arrears.

How it works

Are you 56 years of age or older and had a benefit from the municipality (Participation Act, BBZ, IOAW or IOAZ) one month before you joined the employer? Then you can submit the application to the municipality where you live.

Do you want to apply for a target group statement but may fall under one of the target groups listed below? Then visit the UWV website for more information on how to apply and the requirements.

  • You are older than 56 and you received unemployment benefit, IOW benefit, WAO, WIA, Wajong Act, Waz, Wamil, work support under the Wajong Act, bankruptcy benefit or any other benefit that may entitle you to wage cost benefit.
  • You belong to the target group Banenafspraak (jobs for people with labor disabilities) or Scholingsbelemmerden.
  • You belong to the target group Employment Disabled Workers who are being redeployed.

Why does your employer need a target group statement?

Without a target group statement, your employer cannot apply for a labor cost benefit.

Terms

To receive a target group declaration of wage cost benefit, you must meet the following conditions:

  • You are 56 or older, but you have not yet reached the state pension age. 
  • You received benefits from the municipality (Participation Act, BBZ, IOAW or IOAZ) in the month before you joined the employer. 
  • You were not employed by the employer where you are now working for the 6 months before you got this job.
  • You have a regular job with your employer and you receive wages for it.

In the following situations, there is no regular work and you cannot get a target group statement:

  • You work through the Inner Job in a sheltered work environment.
    either
  • You are employed under the Social Security Act.  
What do I need to do?
  • You submit an application (for the form, see "Applications").
  • We review your application. 
  • If you meet the conditions, you will receive a target group statement.
  • We also send a copy of the target group statement to the UWV.
  • Make a copy for yourself and give the target statement to your employer.
  • If you have authorized your employer to submit the application, the municipality will also send a copy to your employer.
