Soil management memorandum and soil quality map Zoetermeer

Zoetermeer's Soil Management Memorandum is an instrument aimed at sustainable management of soil and dredging. The basis for this document is the Soil Quality Decree and the soil quality map and PFAS policy rule drawn up for Zoetermeer. The new Nota bodembeheer Zoetermeer replaces the Nota bodembeheer Midden-Holland and Zoetermeer 2016-2021 and the policy rule PFAS.

The amended soil quality map now also relates to the Nieuwe Driemanspolder where it is now made possible to reuse dredged material released from Zoetermeer locally as far as possible as a useful application in line with the updated soil policy.

The Memorandum sets forth the regulations for earth moving in which:

  • Maximum effort is made to reuse soil and dredge within the municipality without compromising the existing soil quality.
  • The Omgevingswet, which comes into force on January 1, 2024, has been taken into account as much as possible. The goal is to ease the transition to the Environment Act.
  • The soil quality map of Zoetermeer can be used as a means of proof for soil movement according to regulations in this Soil Management Memorandum.
