Future of Van Tuyll Park and the Northern Business Parks
We want Van Tuyllpark and the Northern business parks to continue to be pleasant places to stay, play sports and work in the future. Therefore, we have worked on a vision for the future.

In the future, the Van Tuyllpark will become an inviting city park where sports, hustle and bustle, nature and tranquility go together. The park on the east side of the city will be car-free and parking spaces will be moved to the edge of the park to enable a desired central green event area for the city. A green route for cyclists and pedestrians will provide a good connection between the park and downtown. This is contained in the environmental program for the Van Tuyll Park and Northern Business Park area adopted by the college on May 13, 2025. On the same date, the proposal to agree to the environment program was also approved by the college and forwarded to the City Council during the week of June 23, 2025.
Nature, sports and events
The Van Tuyll Park will be a city park focused on nature and active exercise. Here you can walk, skate, run, cycle and play sports. It is a meeting point for young and old. The Van Tuyllpark will also have a large green space for events. When there are no events, the recreational meadow can be used for e.g. barbecues and sports (reuring). The SilverDome parking lot will cease to be an event site and can be laid out as a park. Sports functions in the park will remain with the possibility of expanding sports near the new parking lot around the Parkoduct near Australiëweg. To the south of the park is the natural core area Plas van Poot. Here you will experience tranquility. The emphasis here is on preserving the flora and fauna. There will be a walking trail around the lake.
Car-free park with bike boardwalk
The heart of Van Tuyll Park will be car-free so that cyclists and walkers will have plenty of space. The park now has many parking lots. The first step to make the park greener and more unified is the construction of an elongated new parking lot parallel to the Australiëweg. Visitors to the park will be encouraged to come by bicycle or RandstadRail. There will be a safe and well-lit bicycle route connecting Van Tuyllpark with the Stadshart via Van der Hagenstraat. In the park, the route takes the form of a wide promenade that is also for running, skating and walking and for groups walking to the heart of the park during events.
Business parks
The environmental program is for the longer term and includes the three northern business parks Hoornerhage, Rokkehage and Zoeterhage. Together with the entrepreneurs and property owners, the municipality wants to renovate the outdated parts of the sites, make them more sustainable and make them climate-adaptive. It is being investigated whether Hoornerhage can also become more mixed, for example with housing, while retaining the businesses that are currently there. This could create a more attractive and socially safe connection to the park.
Participation
The new plans for the Van Tuyll Park and the Northern business parks were made after an extensive participation process with sports associations, entrepreneurs, residents and city council. Their wishes have been taken into account as much as possible in drawing up the environmental program. The reports and presentations of the participation can be found at the bottom of the page under 'Documents'. On September 4, 2024 there was an information meeting where stakeholders and interested parties were informed about the environment program. Afterwards, everyone had the opportunity to express their reactions. A final report of the participation was made.
State of affairs July 2025
The reactions (views) received to the draft environmental program were compiled and a response (reaction) from the municipality was prepared to all submitted views. This response was adopted by the council on May 13, 2025, together with the council proposal to approve the environmental program.
As a result of the submitted views, the environmental program was modified to a limited extent. The majority of the views concerned the new parking lot parallel to Australiëweg. This has not been changed in the surrounding program because the college considers this parking lot necessary for the realization of a city park with a centrally located green event area of high residential quality. The concerns expressed in the views about the future layout have been acknowledged and are considered relevant points of interest for further elaboration.
The environment program was sent to the City Council the week of June 23, 2025, with a request to agree (consent) to the environment program. The college will then adopt the environment program. This is expected to happen after the summer of 2025. Following this, an implementation agenda will be drawn up.
The implementation agenda is a concrete elaboration document of the environment program. Where the program formulates the vision and policy goals, the implementation agenda describes how, by whom, when and with what budget these goals will be realized. In addition, the agenda advises the board (college and council) on the best sequence of new (sub) projects arising from the environment program and maps out the interdependencies.
