Under the Zoetermeer Heritage Ordinance, it is prohibited to disturb the soil deeper than 50 cm below the surface in archaeological monuments without permission. The 'disturber' of the soil is obliged to have an investigation of archaeological values carried out. This starts with a desk study and an inventory field survey. Depending on the results, further investigations may follow in the form of an excavation of (parts of) the site.

The investigations must be carried out by a professional archaeological consulting firm. The municipality may require the Zoetermeer Archaeological Working Group to assist in the work. The Working Group consists of amateur archaeologists and therefore cannot conduct research independently.
