Eleanor Roosevelt Avenue 3-29 is one of 14 sites in Zoetermeer identified by the City Council in 2018 for an early start of housing development to meet the high demand for housing in our city.
State of play September 2024
The owner and initiator Eleanor B.V., in cooperation with Wonam, intends to replace the former Rabobank office at Eleanor Roosevelt Avenue 3-29 with 4 apartment buildings varying in height. The circular field and play facilities will remain green and public. You can have your say on this during a neighborhood meeting on September 19, 2024. The Eleanor Park plan complies with the basic principles established by the city council in a plot passport for this location. These starting points include the maximum building height, the number and type of homes and parking. To make housing development possible here, the city council amended the zoning plan.
The zoning change was appealed to the State Council by a number of local residents. The State Council heard the appeal earlier this year (2024). However, this did not result in any further changes to the zoning plan. The zoning plan is now irrevocable.

The sketch plan was presented to local residents and stakeholders at an online meeting on Tuesday, April 20, 2021. View the report of this meeting. From April 20, 2021 through May 4, 2021, local residents could respond to the sketch design and make suggestions for the green field via doemee.zoetermeer.nl.

The Final Participation Report answers the questions and reactions that have been made during the participation process. It also describes a number of possible adjustments to the plan in response to reactions, which will be further investigated by the developer in the continuation of the planning.
About the changes made, local residents received a letter with a reference to a presentation from developer Wonam in early December 2021. This letter and presentation can be found at the bottom of this page under documents.
