Haaglanden Regional Reception Plan adopted
The Haaglanden Regional Control Table adopted the Regional Reception Plan on September 27, 2024. The 9 municipalities in the Haaglanden region (Delft, The Hague, Leidschendam-Voorburg, Midden-Delfland, Pijnacker-Nootdorp, Rijswijk, Wassenaar, Westland and Zoetermeer) are making a joint effort to meet the obligations of the Dispersal Act and to provide shelter for Ukrainian displaced persons. The plan contains agreements on the realization of reception places and related facilities. In addition, the plan also addresses the reception of status holders.
Regional task
For the reception of asylum seekers, the nine municipalities in Haaglanden realize 59% of the regional task between July 1, 2025 and February 1, 2026 - the period to be reported for the Spread Act. If the planned initiatives go ahead, locations can be extended and sufficient support, including financial support, comes from COA, the Province and the State, the region can achieve 77% of the task in this period.
Call to Commissioner of the King
The members of the Haaglanden Regional Policy Table emphasize that clear policies and legislation from the national government are essential for the realization of reception places and related facilities. Although the national government focuses primarily on measures to reduce the inflow, reception of asylum seekers present in the Netherlands remains necessary. For this reason, the Haaglanden Regional Policy Table also urges the State to improve the currently dysfunctional asylum chain as soon as possible.
The Haaglanden region notes that the announcement of a possible repeal of the Dispersal Act has significantly affected support among municipalities for the creation of reception locations. As long as the dispersal law is in effect, Haaglanden municipalities remain committed to implementing the law.
Funding and feasibility
Both the lack of housing and the lack of structural funding for reception sites make it difficult for the Haaglanden region, which is very densely populated, to realize reception sites in a sustainable manner. Sustainable and structural funding from the state to municipalities can help realize affordable and responsible reception sites for both asylum seekers and Ukrainian displaced persons. The 9 municipalities of the Haaglanden region call on the Commissioner of the King, Mr. Kolff to take this into account in the discussions with Minister Faber of Asylum and Migration.
