Certificate of good conduct (VOG)
For some professions, you need a Certificate of Conduct (VOG). A VOG:
- Issued by the Department of Justice and Security.
- Also called "proof of good behavior.
- Can you apply for it yourself. You will need a fully completed application form for this purpose.
- Can also be requested by a legal entity.
Free VOG for volunteers
Volunteers working with children and volunteers working with people with intellectual disabilities can obtain a free VOG. You must then apply for the VOG online at Justis. For more information, visit the Justis website .
How does it work?
Teachers, cab drivers and people who work in child care must have a VOG. You may also need a VOG because:
- A future employer asks for this.
- You want to volunteer and the organization requests it.
- You are self-employed and a client requests it.
- You are applying for a visa.
- You want to become a member of a shooting club.
- You are moving abroad.
Justis is the government organization that handles all applications for a VOG.
If you have not committed any crimes, you will receive the VOG.
If you did commit crimes, further investigation is required. Justis considers whether the criminal offenses are important for the application. If they are not important, you will still receive the CGC. You can see for yourself whether you are eligible for a CGC. Justis has developed the VOG check. This check calculates whether you have a high, medium or low chance of obtaining a VOG. This check is anonymous.
VOG applications by companies
- The company must have E-recognition.
- The company and Justis arrange the application entirely online.
- You then do not need to visit the municipality.
- The online application is cheaper than applying through the municipality.
The company prepares the application. Then you go through the following steps:
- You will receive an e-mail with a link to a web application (you will receive this e-mail from the company).
- Log in with your DigiD.
- After you have entered your information, you can pay directly via iDEAL.
- You will be notified in writing whether you will receive the VOG.
Apply for VOG yourself
Usually you don't have to download the application form yourself, but get it from the employer you are applying to, for example. The form is then already partially filled out by the employer.
- Fill in the missing information on the form and sign it.
- Make an appointment online to apply for a VOG (see "Make an appointment").
- Deliver the form in person to the municipality. You pay the fee at the counter.
- The municipality forwards your application to Justis.
- Does Justis decide positively? Then you will be sent the VOG.

Applying for VOG as a zzp'er
When applying for a VOG, the details of the applicant and the interested party may not be the same. If you are self-employed, this is the case. For example, are you in a partnership? Then you can solve this by filling in the partnership as the interested party. You can also have a (first) principal fill out the application form.
VOG application by an authorized representative
Someone else may also apply for the VOG on your behalf. You must authorize this person. Indicate in a letter of authorization whom you authorize to apply for the VOG on your behalf. This person must bring a number of documents with him/her to the application (see 'What should I bring').
Apply for VOG for a company, association or foundation
The application VOG Legal Persons (RP) must be submitted by a representative of the legal entity. This is someone authorized by the articles of association or a granted authorization. The procedure is as follows:
- Download the Application Form VOG RP from Dienst Justis.
- Fill in all the details.
- Send the completed form with all requested documents to Justis.
- Pay the fee for processing the application (the account number is listed on the form).
- Does Justis decide positively? Then you will be sent the VOG.
Apply for VOG if you live abroad
- You must apply for the VOG from Justis.
- A Dutch and an English form is available for the application. See: website of Justis
- Complete the form and send it with a copy of your ID to Justis.
- Pay the fee for processing the application (the account number is listed on the form).
- Justis does not process the application until all requested documents are received by them.

Bring
When you apply for the VOG through the municipality:
- completed and signed application form
- any documents you need to attach as per the application form
- valid identity card
Authorize someone else
If you have someone else apply for the VOG for you at the municipality, that person will bring the following:
- completed application form with all requested documents
- authorization letter
- copy of your proof of identity
- his or her own proof of identity

Change or delete appointment?
Once you have made an appointment you will receive a confirmation email. This e-mail also contains a link that allows you to change or delete your appointment yourself.
Are you changing your appointment? Then don't forget to delete the other appointment!
Do you no longer have the e-mail? If so, call 14 079. A staff member can change or delete the appointment for you.
Cost
You pay the fee when you apply for the VOG. At the front desk, you can only pay by debit or debit card.

How long will it take?
- VOG: You will be notified within 4 weeks of receiving your application.
- VOG RP: you will be notified within 8 weeks of receiving your application.
Rejected application for VOG?
- Justis will send you an 'intention to reject'. This states why your application has been rejected.
- You can respond by sending a letter. In your letter, explain why you should receive the VOG.
- Do you still receive a final rejection? Then you can object to this decision within 6 weeks.
