Certificate of good conduct (VOG)

For some professions you need a certificate of good conduct (VOG). A VOG:

  • Issued by the Ministry of Justice and Security.
  • Also called 'certificate of good conduct'.
  • You can apply yourself. You will need a fully completed application form for this.
  • Can also be requested by legal entities.

Free Certificate of Good Conduct for volunteers

Volunteers who work with children and volunteers who work with people with an intellectual disability can get a free VOG. You must then apply for the VOG online at Justis. For more information, see the Justis website .

How does it work?

Teachers, cab drivers and people who work in childcare must have a VOG. You may also need a VOG because:

  • A future employer asks for this.
  • You want to do volunteer work and the organization asks you to do so.
  • You are a self-employed person and a client asks for this.
  • You apply for a visa.
  • You want to become a member of a shooting club.
  • You are moving abroad.

Justis is the government organization that processes all applications for a Certificate of Good Conduct (VOG).

If you have not committed any criminal offences, you will receive the Certificate of Good Conduct (VOG).

If you have committed criminal acts, further investigation is required. Justis will examine whether the criminal acts are relevant to the application. If they are not relevant, you will still receive the VOG. You can check yourself whether you are eligible for a VOG. Justis developed the VOG check for this purpose . This check calculates whether you have a high, average or low chance of a VOG. This check is anonymous. 

VOG applications by companies

  • The company must have E-Recognition.
  • The company and Justis arrange the application completely online.
  • You do not need to visit the municipality.
  • The online application is cheaper than the application via the municipality.

The company prepares the application. Then you go through the following steps:

  • You will receive an email with a link to a web application (you will receive this email from the company).
  • Log in with your DigiD.
  • After you have entered your details, you can pay immediately via iDEAL.
  • You will receive written notification as to whether you will receive the Certificate of Good Conduct (VOG).

Apply for a Certificate of Good Conduct yourself

Usually you do not need to download the application form yourself, but you will receive it from the employer you are applying to, for example. The form will then already be partly filled in by the employer.

  • Fill in the missing information on the form and sign it.
  • Make an appointment online to apply for a Certificate of Good Conduct (see 'Make an appointment').
  • Submit the form personally to the municipality. You pay the costs at the counter.
  • The municipality will forward your application to Justis.
  • If Justis decides positively, you will be sent the VOG.

Applying for a Certificate of Good Conduct as a self-employed person

When applying for a VOG, the details of the applicant and the interested party may not be the same. If you are a self-employed person, this is the case. For example, are you in a partnership? Then you can solve this by filling in the partnership as the interested party. You can also have the application form filled in by a (first) client.

Requesting a Certificate of Good Conduct by an authorized representative

Someone else may also apply for the VOG on your behalf. You must authorize this person. Indicate in a letter of authorization whom you authorize to apply for the VOG on your behalf. This person must bring a number of documents with him/her to the application (see 'What should I bring').

Applying for a Certificate of Good Conduct (VOG) for a company, association or foundation

The application VOG Legal Persons (RP) must be submitted by a representative of the legal entity. This is someone authorized by the articles of association or a granted authorization. The procedure is as follows:

  • Download the VOG RP Application Form at the Department of Justice.
  • Please fill in all the details.
  • Send the completed form with all requested documents to Justis.
  • Pay the amount for processing the application (the account number is stated on the form).
  • If Justis decides positively, you will be sent the VOG.

Applying for a Certificate of Good Conduct (VOG) if you live abroad

  • You must apply for the Certificate of Good Conduct (VOG) at Justis.
  • A Dutch and an English form are available for the application. See: Justis website
  • Complete the form and send it with a copy of your ID to Justis.
  • Pay the amount for processing the application (the account number is stated on the form).
  • Justis will only process the application once all requested documents have been received.

What you need to bring

When you apply for the VOG via the municipality:

  • completed and signed application form
  • all documents that you must attach according to the application form
  • valid ID

Authorize someone else

If you have someone else apply for the Certificate of Good Conduct (VOG) for you at the municipality, that person must bring the following:

  • completed application form with all requested documents
  • authorization letter
  • copy of your identity document
  • his or her own identity document

Change or delete appointment?

Once you have made an appointment you will receive a confirmation e-mail. This e-mail also contains a link that allows you to change or delete your appointment.

Are you changing your appointment? If so, don't forget to delete the other appointment!

Do you no longer have the e-mail? Call 14 079. A staff member can change or delete the appointment for you.

Costs

You pay the costs when applying for a VOG. At the counter you can only pay by debit card or exact change.

How long will it take?

  • Certificate of Good Conduct: you will receive a message within 4 weeks of receipt of your application.
  • VOG RP: you will receive a message within 8 weeks of receipt of your application.

Rejection of application for Certificate of Good Conduct?

  • Justis will send you a 'notice of rejection'. This will state why your application has been rejected.
  • You can respond to this by sending a letter. Explain in your letter why you should receive the VOG.
  • If you still receive a final rejection, you can appeal this decision within 6 weeks.
