Early detection of late payments
The municipality of Zoetermeer has a legal duty to help residents with money problems. Preferably as early as possible before money problems get worse. We call this early signaling. We work together with housing corporations, health insurers and energy and drinking water companies. When you have not paid your bill or have paid it too late, they have to inform the municipality.
EMMA hotline
Meldpunt Emma (Kwadraad) works on behalf of the municipality of Zoetermeer.
The team from Meldpunt Emma will contact you. This may be a home visit, telephone contact and/or you may receive a letter. They will offer you free help and look for a solution together.
It is, of course, your own choice to accept this help. We hope you will get in touch. You can also ask them questions about other topics, such as work, caregiving, relationships and parenting.

Information for fixed expense partners
Housing corporations, water companies, energy suppliers, and health insurers are working with municipalities and debt relief agencies on a national level. The goal is to identify and help resolve customer debts in a timely manner. The agreements on this are laid down in the National Covenant on Early Signaling. The covenant facilitates cooperation between certain partners and municipalities.
Private, private and student housing landlords can also report arrears to the municipality. Based on the covenant, the municipality and the fixed charge partner sign an agreement.
Do you want to report arrears to the municipality? Then first register as a signal partner (fixed charge partner) via the NVVK's application form. Only then can you start supplying data.
