Zoetermeer presents Action Agenda for Financial Security 2026–2029
The Zoetermeer municipal council presents the Action Agenda for Financial Security 2026–2029. With this agenda, the municipality aims to help residents with financial worries more quickly and effectively, prevent stress, and restore confidence in its services. The action agenda was developed in collaboration with residents, experts by experience, and social partners to ensure that the measures are in line with the lives of Zoetermeerders.
Why this action agenda?
Research conducted in 2024 showed that many residents struggle to make ends meet, do not know where to turn for help, and do not always feel heard. The city council therefore commissioned an action agenda that focuses on simplicity, a human touch, and prevention.
What will the municipality do?
The action agenda focuses on three pillars:
- Scope: informing residents more quickly and effectively about regulations so that they receive the right assistance.
- Treatment: the way we treat our residents. Respectful, friendly, and professional. For accessible services based on trust and customized solutions where necessary.
- Prevention: early detection and prevention of financial problems.
Examples of concrete improvements:
- The Zoetermeerwijzer is becoming more user-friendly and simpler. Together with Zoetermeer entrepreneurs, we are exploring how we can use an AI tool to achieve this.
- Residents can learn about their rights via De VoorzieningenWijzer.
- Preventive assistance such as courses and practical tips will be expanded.
- Introducing the 'Guarantee Button': a quick solution for people who start working while receiving social assistance, but then lose their job. With a single click, they can receive social assistance again without having to fill out all the forms again. This prevents stress and ensures that no one is left without an income.
Together with residents
The municipality wants to keep residents actively involved in policy and implementation. That is why a sounding board group is being set up with experts by experience and social partners.
Alderman Bouke Velzen (poverty policy): "Financial insecurity leads to stress, health problems, and debt. Financial security is a right. We want to offer help to all Zoetermeerders are struggling financially. Regardless of background, income, or situation. We want to be there for those who need it. Not with complicated rules, but with understanding, customized solutions, and real help."
How do we measure success?
The municipality regularly monitors how residents experience our services through resident satisfaction surveys. This enables us to continue improving.
Next steps
The municipality has already started implementing improvements since December 2024. Further steps will follow after the proposal has been adopted by the municipal council in January 2026.
