Event site Entrance (temporary)

Description

The outdoor area of owner Breevast at Boerhaavelaan 11-33 is a suitable place for activities and events. The municipality has granted an environmental permit for conflicting use for 10 years. Until construction is complete, activities and events may be organized here.

Surface

The site has a gross area of approximately 20,000 m2.

Maximum number of visitors, number of events and duration of event per year

An environmental permit has been granted for 3 types of events. These are classified by noise and number of days per year:

  • Type I: no music, 120 days per year. Examples: Flea market, field day.
  • Type II: music is supportive, 40 days a year. Examples: circus, food trucks, cultural festival with multiple small stages.
  • Type III: music is atmospheric, 10 days a year and only on the south site section. An event lasts a maximum of 2 consecutive days. Examples: circus (difference from type II is music), cultural festival, thematic party, road show.

No type IV events may be held where music is the main purpose or a dominant factor, such as: pop concerts, dance events with a DJ and carnivals.

Rest/recovery period

There is always a rest weekend without a Type II or III event before and after a weekend with a Type II or III event.

Flora and fauna

Bats fly around and reside in some facades. Limit lighting and noise as much as possible. In any case, do not direct lighting at facades, green structures and in the air. also take into account breeding birds during the breeding season (approximately March 1 to July 15). In that case, noise and lighting towards trees should be limited.

Bikes

The organizer should encourage visitors to come by bike as much as possible and should put up temporary bike racks to prevent wild parking.

Parking

Measures should prevent the residential streets in the area from experiencing parking problems. In coordination with municipality, free parking options at P+R De Lus.

Public transportation accessibility

The organizer should encourage the use of public transportation. The Entrance is near NS station towards The Hague and Utrecht and RandstadRail stop 3 and 4.

Facilities

Electricity: 2x power supply in the premises
Sewerage: no
Water: yes
Lighting: no. The intended area is not provided with public lighting. In case of events, the organizer must provide (temporary) lighting on the area in question, including access and escape routes for a socially safe use of the area. No provisions are available from public lighting for powering this lighting.

Details

  • The environmental permit is granted for a maximum period of 10 years, until no later than March 22, 2034 (10 years). This permit will be fine-tuned within the 10-year period and, if necessary, terminated as soon as further development and/or (building) initiatives are implemented in the Entrance area.
  • Parts A and B are expected to be usable as event sites until 2027/2028.
  • Part C is expected to be available as an event site from 2025/2026 to 2032/2034.
  • The pumping plant and storage adjacent to the property may not be used.

Consent owner

Use of the event site must always be coordinated first with the landowner Breevast. An approval is necessary. Submit the application for the use of the grounds to the Municipality's Events Desk. The Events Desk will forward the application to Breevast.

Important to Breevast is that the activities fit in:

  • Positive awareness of the location
  • No nuisance and negative press
  • If possible, contribute to the branding of the area / intended future use
  • No costs and no (or as little as possible) interference from Breevast
  • A positive impact on existing and future users of East Entrance

The applicant will make its own arrangements with Breevast to guarantee any damage caused by the event.
