Zoetermeer’s financial outlook under pressure: tough choices are necessary

The municipality of Zoetermeer is presenting its financial outlook for the coming years. Despite a structurally balanced budget in 2026 and a solid financial starting point, the outlook from 2027 onward shows growing deficits that could reach over €20 million in 2029. This calls for clear priorities and well-considered decisions from the new municipal administration.

The municipality faces a significant challenge: continuing to provide quality services, supporting residents, and investing in a sustainable living environment, all while available resources are under pressure. Economic uncertainties, rising costs, and growing societal expectations make it necessary to take a critical look at how resources are allocated.

Although there are some financial windfalls under the current policy, these are overshadowed by structural challenges such as insufficient compensation from the national government for the costs of youth care; furthermore, the quality of life and social cohesion in Zoetermeer, as a former growth center, are becoming increasingly urgent issues. In addition, external factors, such as geopolitical tensions and inflation, pose additional financial risks.

Well-considered choices

At the same time, Zoetermeer continues to invest in the city’s growth. Additional revenue generated by population growth is partly set aside for the future and partly allocated to essential services and management. Zoetermeer remains one of the best-performing municipalities in the Netherlands, something we can be proud of. At the same time, the future demands tough choices. Alderman Jan Iedema (Finance): “Zoetermeer is still in good shape, but we must remain vigilant. The new municipal executive will have to make well-considered choices to keep the city financially healthy and future-proof.”

With this financial outlook, the municipality is committed to transparency, realism, and future-proofing. Only by making tough choices and maintaining a sound financial course can Zoetermeer continue to realize its ambitions in the years ahead.
