Flex living Ruimtebaan
In 2019, the City Council passed a motion to explore the Ruimtebaan site as a location to build up to 80 temporary housing units (flex housing). The municipality and housing corporation Vidomes are working together on this.
"A flex home is a stackable, moveable, switchable, splittable or adaptable home, where the home, location or occupant has a temporary character (Ministry of the Interior and Kingdom Relations 2019).
Research feasibility
The municipality and Vidomes have investigated whether building the flex housing is feasible at this location. The flex homes are intended for urgent seekers, who need a home on short notice (for example, young people, residents with light care needs or status holders). These future residents will be given a temporary lease.
Below is an image of the site at Ruimtebaan. It is a former dredging depot.
Status and follow-up
On October 17, 2022, the plan execution framework was adopted by the City Council. This contains the spatial and financial assumptions about the development of the 80 flex homes. This plan execution framework followed the study of the feasibility of the construction. Because the municipality and Vidomes have decided that the development of approximately 80 flex homes at Ruimtebaan is feasible, the plans are now being further developed.
In December 2022, there was a participation meeting with local residents This meeting was a follow-up to the April 2022 meeting. With the residents present, the municipality and Vidomes discussed the different design variants that have been worked out. These deal with how the location with flex housing could look like.
Those present at the meeting unanimously preferred 1 of the 3 design alternatives presented (see below).
This variant is currently being further developed so that an environmental permit can be applied for based on the drawings. It is expected that site preparation can start at the end of 2023 at the earliest.

Background information
Letter of Intent
In 2021, the municipality and Vidomes entered into an Intent Agreement and launched a feasibility study. This means that they have expressed their intention to work together and investigate whether the Ruimtebaan site is indeed suitable for building flex housing.
Participation
On April 21, 2022, a residents' meeting was held with residents whose homes border directly on the Ruimtebaan site. The municipality and Vidomes discussed the following topics with these residents: RandstadRail noise, traffic, parking and accessibility, building height, careful positioning in relation to the surroundings, maintaining the existing greenery, pleasant living environment (sunlight, outdoor space) and image quality.
