Flex Living Ruimtebaan
In 2019, the city council passed a motion to relocate the location Ruimtebaan as a location to build up to 80 temporary homes (flex homes). The municipality and housing corporation Vidomes are working together on this.
'A flexible home is a stackable, movable, linkable, divisible or adaptable home, where the home, the location or the resident has a temporary character (Ministry of the Interior and Kingdom Relations 2019)'.
Feasibility study
The municipality and Vidomes have investigated whether building the flex homes is feasible at this location. The flex homes are intended for urgent seekers who need a home in the short term (for example young people, residents with a light care need or status holders). These future residents will receive a temporary rental contract.

Status and follow-up
On October 17, 2022, the municipal council adopted the plan development framework. It contains the spatial and financial principles for the development of the 80 flexible homes. This plan development framework followed the feasibility study for the construction. Because the municipality and Vidomes have decided that the development of approximately 80 flexible homes on the Ruimtebaan feasible, the plans are now being further developed.
In December 2022, there was a participation meeting with local residents. This meeting was a follow-up to the meeting of April 2022. The municipality and Vidomes discussed the various design variants that have been developed with the residents present. These are about what the location with flexible housing can look like.
Those present at the meeting unanimously preferred 1 of the 3 design variants presented (see below).

This variant is currently being further developed, so that an environmental permit can be applied for on the basis of the drawings. It is expected that the development of the land can start at the earliest at the end of 2023.

Background information
Letter of Intent
In 2021, the municipality and Vidomes signed a Letter of Intent and started a feasibility study. This means that they have expressed their intention to work together and investigate whether the location Ruimtebaan is indeed suitable for building flexible homes.
Participation
On April 21, 2022, a residents' meeting was held with residents whose homes are directly adjacent to the location Ruimtebaan borders. The municipality and Vidomes have entered into discussions with these residents on the following topics: RandstadRail noise, traffic, parking and accessibility, building height, careful positioning in relation to the surroundings, preservation of existing greenery, pleasant living environment (sunshine, outdoor space) and image quality.
