To get a handicapped parking pass, you must have a problem walking for an extended period of time (more than six months).

Validity

  • The parking pass is valid for up to 5 years.
  • After 5 years, you must make a new application.
  • You will receive a letter 2 months in advance that your parking pass will expire.

You can use the card in countries of the European Union.

1. Driver parking ticket

  • You drive yourself in a car or moped.
  • You can walk less than 100 meters (with a crutch or walker).
  • You can apply for the parking pass online (see "Apply").
  • You will need your DigiD to apply.
  • You must include a copy of your driver's license.

2. Passenger parking ticket

  • You ride as a passenger with someone.
  • You are bound to a wheelchair.
    • This means that you will always need a wheelchair.
    • You cannot walk a few steps, even with the help of an attendant or an aid.

  • You can walk less than 100 meters (with a crutch or walker)
    • You depend on the assistance of a driver for door-to-door transportation.
    • You need the driver to walk and/or you cannot wait alone if the driver parks the car somewhere else.
  • This card is personal and cannot be used by anyone else.
  • You can apply for the parking pass online (see "Apply").
  • You will need your DigiD to apply.

Examples

You can only walk a few feet and you always use a wheelchair. When you leave by car, you are a passenger. The driver takes the wheelchair for you in the trunk. You do not get a passenger card.

You can walk 50 meters with your walker without anyone's help. You can wait sitting on a walker or a bench while the driver parks the car. You will not receive a passenger pass.

Your son can walk less than 100 meters. Due to an intellectual disability, it is unsafe to leave him alone while you park the car. Your son can then get a passenger pass.

3. Parking ticket for drivers and passengers.

  • You are bound to a wheelchair and drive a car by yourself.
  • You can then apply for both a driver card and a passenger card online (see "Apply").
  • You will need your DigiD to apply.
  • You must include a copy of your driver's license.

4. Parking pass for residents of a long-term care (Wlz) facility

  • This card is for transporting more people at once.
  • The card is given to an institution. For more information, call 14 079 and ask for the special parking facilities department.
  • Apply for the parking pass online (see "Apply").

Blind or visually impaired?

You will not receive a parking pass (unless you also have a problem walking).

Loss or theft of your parking ticket

  • Make an appointment at the Wmo counter (see "Make an appointment") to fill out a "Statement of Missing Persons.
  • Reporting loss or theft through the website or by phone is not possible.
  • Can't come to City Hall yourself? Then you can send someone else. This person must bring:
    • and authorization signed by you
    • a (copy) of your proof of identity
    • an identity document of your own
  • Do you want to apply for a new card? Then check this on the statement. Note: You must pay for this application immediately.
  • If necessary, the clerk will give you a temporary emergency pass until you have your new parking pass.
  • You will receive a letter with information about picking up your new parking pass.

Map use in Zoetermeer and/or in other municipalities

Using maps in Zoetermeer

  • You may park your car for free in a general parking lot for the disabled in Zoetermeer.
  • Always place the card clearly visible behind the windshield.
  • You do not have to pay at a parking machine or parking meter in Zoetermeer.
  • Free parking does not apply in the parking garages.
  • You may, in places where parking is prohibited, park for free for up to 3 hours. You must place a parking disc clearly visible next to your parking ticket.

Parking policy change

Zoetermeer is switching to using a scan car for parking enforcement. In the paid parking and blue zone areas, a scan car will test drive in February and check parking violations starting March 1, 2024.

The arrival of the scanning car means no change for disabled parking card holders. You can continue to use the card as described above. 

Map use in other communities

Not everywhere you may park for free; the rules vary from one municipality to another. You can find more information on the website disabled parking permit. Usually you can see on the parking meter whether you can park for free if you have a disabled parking permit.

  • Your medical records. For example: a statement from your doctor or specialist, a list of the medications you are taking and/or the hospital appointment card.

When picking up the card

  • The letter stating that you will receive the parking ticket.
  • A passport photo in which you are easily identifiable.
  • A valid ID.
  • When renewing: your previous parking pass.

Cost

  • You pay the cost of the examination and administration in advance.
  • You will receive a bill for that.
  • Is there no medical necessity (indication) for a parking ticket? Then you will get a small portion of the money back.

What to do in the event of the death of the parking ticket holder?

The parking ticket must be returned to the municipality by the next of kin as soon as possible. As the next of kin, you will receive a letter from us informing you that the parking facility has been discontinued. This letter also includes a reply envelope that you can use to return the parking ticket.

We register the card as "revoked" which means the parking ticket is no longer valid. The police and some other municipalities have access to the system in which we register this. If the parking card is misused, the police file an official report.
