Municipality of Zoetermeer Blink Take a Step Toward Building 157 New Apartments at Luxemburglaan 1-15

Zoetermeer, June 24, 2026 - The municipality of Zoetermeer and Blink | a JAJO company, a developer of vibrant neighborhoods, have signed a preliminary agreement for the development of 157 apartments and a new public bicycle parking facility on Luxemburglaan in downtown Zoetermeer.

Prior Agreement

The plans for Luxemburglaan call for 157 apartments, with a mix of for-sale units in various price ranges and mid-range rental units. This will create a diverse housing offering for different target groups and life stages in a building where social interaction is central. The current public bicycle parking facility on Noordwaarts will be removed and incorporated into the new development. This will ensure that the city center remains easily accessible to cyclists. 

In the previous agreement, the parties set forth, among other things, arrangements regarding the collaboration, the sale of land, and the financial framework of the project.

Next Step

Later this year, the city council will make a decision on this project. In the meantime, Blink will continue to develop the plans and begin the zoning process. If everything goes according to plan, construction is expected to begin in 2029.
