Municipality of Zoetermeer, PingProperties, and Lithos Sign a Preliminary Agreement for Duitslandlaan

Zoetermeer, June 18, 2026 - The Municipality of Zoetermeer, PingProperties, and Lithos have signed a preliminary agreement (AOK) for the development of the residential tower at Duitslandlaan . With this agreement, the parties have formalized the key terms for the construction of 242 affordable rental units in the city center of Zoetermeer. This brings the project one step closer to implementation.  

Prior Agreement

The residential tower offers:

  • 186 public housing units
  • 56 mid-range rental units

In the previous agreement, the parties reached an understanding regarding the collaboration, purchase price, contributions to public infrastructure, and other terms and conditions for this development. Alderman Jan Iedema (Downtown): “With the signing of this agreement, we are one step closer to an attractive downtown with affordable housing.”

Part of a broader area development project

The development at Duitslandlaan is part of the overall plan for the Luxemburglaan area, where efforts are underway to improve the quality of both the housing stock and the public spaces in the city center. With the signing of the agreement, the construction of the residential tower is one step closer to becoming a reality, and the further development of this part of the city center is taking shape.

Next Step

Later this year, the city council will make a decision on this project. Construction is expected to begin in the first quarter of 2027.
