Subsidy - Do it yourself (insulate)
The municipality wants to encourage and support handymen in the neighborhoods Palenstein, Buytenwegh, Driemanspolder, Dorp and Meerzicht to insulate their homes themselves.
A limited amount of money is available from the state for this Do-It-Yourself insulation subsidy and there are conditions on who can apply for this subsidy. This is initially limited to the above focus neighborhoods. This means that only residents who have received a letter from the municipality of Zoetermeer can apply for this subsidy.
Letter received?
From December 2, 2024, you can apply for a gift card of €1,500 that you can use to buy insulation materials. You can use the gift card for materials needed for:
- Insulate the roof (inside) or insulate your attic and/or loft.
- Ground and/or floor insulation.
- Insulation of the facade (inside)
You can use the gift card for 1 measure.

How does it work?
If you meet all requirements, you will receive a letter home from the municipality. Letters are sent to chosen focus neighborhoods.
These are homes with a maximum WOZ value of € 429,300 (reference date 2022) and an energy label D or lower. Also houses with energy label C or of which no energy label is known (and of which 2 building parts are not properly insulated) can qualify for the subsidy.
The grant scheme runs until Dec. 2, 2025, or until the grant pot runs out.
Free energy scan
When applying for the grant, you indicate which building parts (wall, roof, floor, glass) are not properly insulated. Do you not know which parts are? Then you can have the energy cooperative DEZo perform a free energy scan in your house. The energy scan shows which 2 building parts are not properly insulated.
Can't or don't want to do the chores yourself?
Not much of a handyman yourself? In 2025 there will also be a subsidy for having insulation work done, whereby you will be completely relieved. The insulation will then be installed by a selected contractor company.
You can apply for the do it yourself insulation subsidy or the de-care subsidy, not both.
Do you have a rental property?
Then, unfortunately, you cannot use the gift card. Contact the landlord to ask about options for insulation in your home. You can also start taking small (often free) steps to save energy yourself. For tips, visit: Energy Counter | Saving Tips.
Additional conditions
- The subsidy is not intended for insulation measures on the outside of the house; these require a permit. Also measures that need to be carried out by an installer fall outside this action: the gift card is purely meant to purchase materials to get started with insulation yourself.
- You can never receive more subsidy than the costs you incur. Are the costs of the insulation material higher than the maximum subsidy of €1,500? Then you have to pay the extra costs yourself.
- The hardware stores you can go to with your gift card to purchase insulation material are listed on the Regional Energy Office website . They can also advise you on which material may be the best solution in your home.
- Purchased insulation material cannot be returned to the store. A refund is not possible. If you bought the insulation material online and received it damaged, you can exchange it.
- You must do the work of insulating yourself. The Milieu Centraal website provides more information on how best to go about it.
- You must meet the conditions for the ISDE subsidy. With the ISDE you get subsidy for energy saving and sustainable measures in your home (not for business premises). You cannot apply for the ISDE subsidy as a do-it-yourselfer. It can only be applied for when you hire a company to do the insulation work.
- The new insulation must be of sufficient thickness to meet the insulation value.
- You may not include the thickness of insulation that was already present before the insulation measure was performed to meet the minimum insulation value.
- No subsidy can be applied for insulation measures that have already been carried out.
What do I need to do?
If you meet the conditions, you have received a letter at home from the municipality. Using the unique code from the letter, you can apply online for the gift card worth €1,500.
When applying for the gift card, you must also include photos of what you want to insulate. Make sure you have these photos ready digitally before filling out the form. You also need to estimate the area of what you want to insulate and a description of the parts that are not insulated (properly).
Roadmap to apply for gift card
- Go to the website: Regional Energy Counter | DIY gift card and select 'Redeem gift card'.
- Fill out the form with your information and your unique housing code. This code is in the letter you received at home. Keep your house code safe! You will need it every time you log in.

- You will receive the gift card and more information on how to redeem it in the mail within 2 weeks.
- With the gift card, you can buy within 90 days at the affiliated construction markets (online or in stores) buy the following insulation materials:
- Roof insulation (interior) or attic and/or attic insulation.
- Soil or floor insulation.
- Façade insulation (interior).
- Install the insulation material in your home yourself. You do this within 90 days of purchasing the insulation material.
- When it is finished, send a photo of the insulation material placed. (Before insulating, you must also send a photo of the part of the house you want to insulate).
