Grant - Insulation for Homeowners' Associations
This subsidy program helps homeowners' associations (HOAs) and individual homeowners cover the costs of major insulation projects. Both residents within the HOA and the HOA itself can apply for the subsidy.
How does it work?
Notice:
- Mixed homeowners' associations (comprising both private owners and a housing authority) are not covered by this regulation.
- Do you live in a mixed-ownership homeowners' association? If so, you can apply for a subsidy as an individual homeowner. Tenants are not eligible to apply for a subsidy.
- Private landlords who are members of a homeowners' association can also apply for a subsidy, but only if they own no more than five homes.
Private landlords must complete a de minimis declaration at . This is mandatory, as it is part of the state aid rules. With this declaration, a landlord can receive up to €300,000 in aid over a three-year period.

A subsidy of €1,460 is available for each eligible home.
What do you need to know?
Conditions
The grant program outlines all the requirements that must be met. The most important requirements are listed below:
- The home or condominium building has a WOZ value below €477,000 (as of 2022) and an energy label of D or lower, or a comparable poor energy performance. For condominium associations, this refers to the building’s average energy label.
- Only existing homeowners' associations in the municipality of Zoetermeer are eligible to participate.
- The subsidy applies to insulation materials, including labor costs and VAT.
- The subsidy is capped at €1,460 per apartment.
- The insulation measures must comply with the requirements of the ISDE (Subsidy Program for Homeowners) or SVVE ( Subsidy Program for Making Homes More Sustainable for Homeowners' Associations) .
- You may combine these grants with federal grants, such as the ISDE and SVVE grants (which have requirements such as a minimum R-value and a minimum floor area).
- You can apply for a grant for measures implemented on or after January 1, 2025.
- You apply for the grant after the work has been completed.
What to do?
You can apply for the grant using the online application form (see "Apply for a Grant"). You can do this as an individual owner within a homeowners' association or on behalf of the association.
Enclose with the application
Please include the following documents with your application:
- Invoice:
- A clear invoice for the insulation work performed. It must include the number of square meters, the insulation value, and the date the work was completed. The invoice must list the various cost items separately.
- Proof of payment:
- A copy of the bank statement showing the original date.
- If you are applying on behalf of a homeowners' association, the bank statement must be in the association's name.
- You may hide any information that is not relevant to the application.
- Guidance on protected species:
- Required only for roof insulation and cavity wall insulation.
- The report must confirm that no (protected) animals have been disturbed.
- Filled out monitoring database:
- Please submit this file along with your application.
Additional documents by applicant type
1. If you are an individual owner within a homeowners' association
If you are applying for a grant for a building component that is not jointly owned, you will also need:
- A consent form from the Homeowners' Association (PDF) stating that the Homeowners' Association approves the measure.
2. If the homeowners' association submits the application itself
In that case, the application must also include:
- A copy of the deed of division, with the relevant passage highlighted.
- The minutes of the members' meeting, which show that the homeowners' association has decided to implement the energy-saving measures.
- A letter of authorization from the board, if the applicant is not the official representative of the homeowners’ association. This document must confirm that the applicant is authorized to apply for the grant on behalf of the homeowners’ association.
3. If you are a private landlord within a homeowners' association
- In that case, please also submit a completed de minimis declaration at .
How long will it take?
The municipality will make a decision on your grant application within 13 weeks. This period may be extended once, by up to 6 weeks.
The grant will be paid out within 6 weeks of the municipality sending the decision.
