Zoetermeer launches pilot program for intensive assistance for young people with problematic debt
On Thursday, March 12, 2026, Alderman Bouke Velzen, on behalf of the municipal executive, and Marije van Kranenburg, director of the Youth Perspective Fund Foundation (JPF), signed the partnership agreement for the pilot project to support young people with debt. The JPF helps municipalities in the Netherlands support young people between the ages of 18 and 27 who are in debt, so they can work toward a stable and debt-free future. Zoetermeer will begin working with the first group of young people before the summer.
The pilot is part of the Social Innovation Program, which is dedicated to ensuring economic security, equal opportunities, and healthy living in Zoetermeer.
A Chance at a Debt-Free Future for Young People in Zoetermeer
Many young people in Zoetermeer are struggling with financial problems and facing challenges in various areas of their lives, such as work, school, housing, or mental health.
The JPF approach offers a powerful combination of:
- Debt restructuring through a restructuring loan,
- Reimbursement in cash or through community service,
- Comprehensive and in-depth support throughout the entire process.
This not only gives young people peace of mind and a clear picture of their situation, but also the prospect of a future free from debt.
Alderman Bouke Velzen (Social Security): "We see that young people today are bombarded with temptations to spend money, such as pay-later options or taking out loans with a single click. Before you know it, the bills pile up, leading to stress, shame, and a sense of losing control. You wouldn’t wish that on anyone, and certainly not on our young people. With support from the JPF, young people can get back on track, less intensive care is needed, and the approach aligns well with our other initiatives on debt and prevention. This isn’t just important for the young people themselves—it also makes our city stronger."
Marije van Kranenburg (director of the Youth Perspective Fund Foundation) adds: "By focusing on prospects rather than debt, the municipality of Zoetermeer is breaking the cycle of debt and other problems that these young people are caught up in. With the JPF approach, these young people not only become permanently debt-free but also fully reintegrate into society. And that benefits us all. We look forward to this collaboration; together, we will ensure a better future for young people in Zoetermeer."
Professional approach: access to knowledge, training, and an impact tracker
Thanks to this partnership, Zoetermeer will have access to the full JPF Toolkit, training programs, knowledge sessions, and a digital community. In addition, participation in the JPF Effect Monitor will be arranged, which allows for the systematic tracking of the initiative’s results. This helps professionals in the city to better support young people and to learn from proven, effective working methods.
