Zoetermeer is working on a comprehensive city pass for all residents

The board of mayor and aldermen to develop the current ZoetermeerPas into a comprehensive city pass for all residents of Zoetermeer. With this pass, all residents and even visitors will be able to participate in sporting, cultural, and recreational activities in the city at attractive conditions, free of charge or at a discount, starting in 2027.

From mini map to City Pass

In its current form, the ZoetermeerPas is primarily seen as a provision for people on low incomes. By broadening the target group and expanding the range of activities, we are breaking through this undesirable image. The Stadspas will become a pass for everyone, connecting people and showing what Zoetermeer has to offer. The Stadspas will also become a tool for supporting local entrepreneurs and strengthening Zoetermeer's city marketing.

What is changing?

  • New allocation of benefits for low-income households: Families will have more freedom to spend their benefits, for example on school supplies, clothing, or sports activities. This is more in line with their wishes and prevents the non-use of benefits.
  • Wide range: From museums and theaters to sports clubs, restaurants, and day trips.
  • A purchase pass will be introduced for residents and visitors.

What does this mean for residents?

  • Residents with a low income (up to 120% of the social minimum) will continue to receive the pass free of charge with the extras specific to them.
  • Other residents can purchase the pass at attractive rates.
    • Adults: €40.00
    • Children up to 17 years of age: €12.50
    • Students: €15.00
    • Volunteers: €10.00

The City Pass primarily operates digitally via a user-friendly portal, and a user-friendly app is currently being developed. A physical pass will remain available for those who prefer it. The comprehensive City Pass is valid for one year and can be purchased annually.

Alderman Velzen (social security): "With the comprehensive city pass, we want to show what Zoetermeer has to offer. The comprehensive city pass will soon be available to everyone. It's not just about discounts, but also about connection, participation, and equal opportunities: playing sports together, experiencing culture, and enjoying what Zoetermeer has to offer. We are also in talks with local businesses to offer an attractive package of discounts and promotions on an ongoing basis. We want residents to meet each other and experience more together. This will make our city even more accessible to everyone."

Phased implementation

The introduction of the comprehensive city pass is planned for 2027. Until then, the municipality is working on improving the current mini pass and developing an attractive package of discounts and promotions. These include sports, culture, days out, restaurants, and unique regional offers.

The council will make a decision on this in the first quarter of 2026.
