Health insurance for low-income people (municipal policy)

The municipality considers it important that low-income residents are also well insured. Therefore, the municipality offers health insurance (municipal policy).

Do you have a low income? Then in 2025 you can choose from several policies offered by health insurer Menzis. The municipality contributes to the premium in some cases. 

Are you expecting high healthcare costs in 2025? Then you can opt for the extensive GarantVerzorgd policies with various supplementary insurances. You also have the option of including the deductible of € 385 in your policy.  

Do you have little to no health care costs? Then you might consider the BasisVoordelig policy. Make your choice based on your expected healthcare costs and the reimbursements the insurance policy offers. On www.gezondverzekerd.nl/zoetermeer you will find a choice guide that will help you choose the health insurance that suits you best.

Children up to age 18 are co-insured free of charge. However, you must register them with the health insurance company.

What you need to know

The rules for joining the municipal policy are:

  • You live in Zoetermeer and are registered here.
  • You are not known to the Care Institute Netherlands because of premium payment arrears.
  • Your income must not exceed a maximum of 120% of the legal social minimum (excluding vacation allowance). See: assistance standards. Income means wages, benefits, tax credits from the tax authorities, alimony, pensions, annuities, and so on. Your savings and assets do not count.

Special assistance

Keep the following in mind:

  • You must pay the deductible of €385 yourself. You cannot apply for special assistance for this. Are you unable to pay the amount at once? Then contact Menzis to arrange a payment schedule.
  • Do you choose limited insurance with a low premium? Then some expenses will be reimbursed only in part or not at all.
  • Do you choose comprehensive insurance with a higher premium? Then you will be reimbursed for more expenses.
  • You can only apply for special assistance for costs higher than the maximum reimbursement of the comprehensive insurance. This also applies if you have insurance with a low premium.
  • You cannot apply for special assistance for the difference between the lower and higher allowance.

What you need to do

You can switch to the municipal policy until December 31. You can do so through the website www.gezondverzekerd.nl.

This health insurance is only for people with a low income. Therefore, your application will be checked by the municipality. Your application must be received by December 31 at the latest. Do you qualify? Then the insurance you have will be cancelled for you by Menzis.

Care allowance

If you have a low income and/or are studying, you may also be entitled to care allowance. You can apply for the care allowance at the Tax Office.

Study funding

Do you receive student grants? Then, unfortunately, you cannot participate in the municipal policy. A number of health insurers offer special student health insurance at reduced rates.

Remember to bring your ID proof or passport, bank account number (IBAN) and your old health care policy when you come to a consultation. Do you want to co-insure your family? Then bring the BSN numbers of your family members with you.
