Health insurance for people with a low-income (municipal policy)

The municipality considers it important that low-income residents are also well insured. That is why the municipality offers health insurance (municipality policy). With the municipal policy, the municipality pays part of the health care premium for you.

With the municipal policy in 2026, you can choose from several policies from health insurer Menzis.

At www.gezondverzekerd.nl/zoetermeer you will find the various packages of the municipal policy starting Nov. 19.

Children up to 18 years are insured free of charge. You must register them with the health insurer.

Office hours

  • Monday, Nov. 24, from 1 p.m. to 4:30 p.m.
  • Tuesday, Nov. 25, from 1 p.m. to 4:30 p.m.
  • Monday, Dec. 1, from 9 a.m. to 1 p.m.
  • Friday, Dec. 5, from 9 a.m. to 1 p.m.

Remember to bring your ID proof or passport, bank account number (IBAN) and your old health care policy when you come to a consultation. Do you want to co-insure your family? Then bring the BSN numbers of your family members with you.

Additional insurance

With a municipal policy, the municipality pays part of your monthly premium. Such a policy can be especially advantageous if you want comprehensive insurance, such as coverage for the physical therapist or dentist. If you do not need any additional insurances, a regular insurance can be cheaper than a municipal policy. Therefore, compare well. For example, it may be cheaper to take out a basic insurance and add dental insurance separately to that, instead of supplementary insurance from the municipal policy.

Own risk

Everyone in the Netherlands has a deductible of € 385. Own risk means that the first € 385 you have in healthcare costs in the year must be paid by yourself. After that, the insurance company pays. With the municipal policy you can co-insure your deductible. Then you pay a higher amount per month for your health insurance but then you don't have to pay the first € 385 of care costs in the year yourself. 

Do you usually not have that many healthcare expenses? Then it is not advantageous to include your deductible with your insurance. Please note: you never have to pay any deductible for appointments with a general practitioner. For medicines you do.

Terms

The rules for participating in the municipal policy are:

  • You live in Zoetermeer and are registered here.
  • You are not known to the Dutch Healthcare Institute due to a arrears in premium payments.
  • Your income may not exceed a maximum of 120% of the statutory social minimum (excluding holiday allowance). See: social assistance standards . Income is understood to mean: wages, benefits, tax credits from the tax authorities, alimony, pension, annuity, etc. Your savings and assets do not count.

Switching?

You can switch to the municipal policy until December 31. You can do so through the website www.gezondverzekerd.nl.

This health insurance is only for people with a low income. That is why your application will be checked by the municipality. Your application must be received by 31 December at the latest. Are you eligible? Then the insurance you have will be cancelled for you by Menzis.

Special benefits

Take the following into account:

  • You must pay the deductible of €385 yourself. You cannot apply for special assistance for this. Are you unable to pay the amount in one go? Then contact Menzis to agree on a payment arrangement.
  • If you choose a limited insurance with a low premium, some costs will only be reimbursed in part or not at all.
  • If you choose comprehensive insurance with a higher premium, you will be reimbursed for more costs.
  • You can only apply for special assistance for costs that are higher than the maximum reimbursement of the comprehensive insurance. This also applies if you have an insurance with a low premium.
  • You cannot apply for special assistance for the difference between the lower and higher compensation.

Student finance

Are you receiving student finance? Then unfortunately you cannot participate in the municipal policy. A number of health insurers have special affordable health insurance policies for students.

Health care assistance

If you have a low income and/or are studying, you may also be entitled to care allowance. You can apply for the care allowance at the Tax Office.
