At present, municipalities are working with government and community partners to further develop plans for Bleizo. Various scenarios for the area’s development are being explored, with all scenarios based on the goal of creating a livable, healthy, and future-proof residential and work environment. The preferred scenario will be further elaborated in a development framework (urban master plan), which addresses the question “What are we going to develop?”, and a development strategy, which addresses the question “How are we going to develop this?”. Stakeholders will be invited to contribute their ideas at various stages throughout this process.

The development framework (urban master plan) and the development strategy are expected to be submitted to both city councils for a decision in 2027.

Timeline

April 2026 - Council Information Letter on Progress

The municipalities are informing their city councils about the current status of the Bleizo development. They are providing an overview of the studies currently underway and the next steps toward the creation of the development framework (urban master plan).

February 2026 - Launch of the joint project organization

The municipalities of Lansingerland and Zoetermeer are jointly launching a project organization to further develop Bleizo.

November 11, 2025 - Administrative Kickoff Meeting

Officials from Lansingerland and Zoetermeer are jointly launching the next phase of Bleizo's development.

October 17, 2025 - Bleizo Cooperation Agreement

The municipalities of Lansingerland and Zoetermeer are signing a cooperation agreement that sets out arrangements regarding their joint efforts to facilitate the planned area development.

June 2025 - Bleizo Designated as a Pilot Site for Housing Development

The government has designated Bleizo as a location where housing construction can be expedited.

February 19, 2025 - Administrative Agreement between the Province of South Holland and the Municipality of Lansingerland

The province of South Holland and the municipality of Lansingerland are reaching agreements on land-use developments in Lansingerland, including the development of approximately 5,000 homes in Bleizo.

October 2021 - Adoption of the Development Plan for the PROEFtuin Bleizo Pilot Project

The municipal councils of Lansingerland and Zoetermeer have adopted the development plan. This plan sets out the goal of developing Bleizo into a sustainable and healthy area where living, working, and community amenities come together.

What is Bleizo?

Bleizo is a strategic location within the municipal boundaries of Lansingerland, situated along the A12 and near the Lansingerland-Zoetermeer public transportation hub. The municipalities of Lansingerland and Zoetermeer are exploring how Bleizo can be developed into a livable, healthy, and future-proof residential and business area.

Why is Bleizo being developed?

There is a need for more (affordable) housing, space for business, and community amenities in the region. Thanks to its central location and good accessibility—partly due to the Lansingerland-Zoetermeer public transit hub—Bleizo offers opportunities to combine these functions in a sustainable way.

Why are both Lansingerland and Zoetermeer involved with Bleizo?

Bleizo is located within the municipal boundaries of Lansingerland, but the municipality of Zoetermeer is a co-owner of land in the area. In addition, Bleizo is important to both municipalities and the broader region. That is why Lansingerland and Zoetermeer are working together on the further planning of Bleizo.

What does PROEFtuin Bleizo mean?

"PROEFtuin Bleizo" is the name of the development plan adopted in 2021. This development plan outlines the potential to transform Bleizo into a distinctive living environment with an attractive mix of housing, workplaces, and amenities.

Has a decision already been made on what Bleizo will look like?

No, at this time, municipalities are exploring various scenarios for the area’s development before a final decision is made. Ultimately, the preferred scenario will be further elaborated in a development framework (urban master plan) and the development strategy. The development framework (urban master plan) and the development strategy are expected to be submitted to both municipal councils for decision-making in 2027.

How many homes can be built?

The PROEFtuin Bleizo Development Plan calls for approximately 4,000 to 6,000 housing units. The final number will be determined based on further planning.

Will there be any amenities as well?

Yes, the plans take into account amenities that are appropriate for the number of homes, the target groups, and a livable, healthy, and future-proof residential and work environment. These include, for example, schools, stores, restaurants, sports facilities, and healthcare facilities.

Why is the location near the station important?

The Lansingerland-Zoetermeer station provides good connections to the region. This makes it easy for future residents, workers, and visitors to travel by public transportation.

When are stakeholders involved?

Various parties and stakeholders are already being involved in the current research and planning phase. As the plans are further developed, there will be more opportunities for (future) residents, business owners, associations, civic organizations, and other stakeholders to contribute their ideas.

When will construction begin?

The project is still in the research and planning phase. The municipal councils are expected to make decisions regarding the development framework (urban master plan) and the development strategy in 2027. More information about the next steps in the planning process will be available after that.
