Project developer Blauwhoed selected for Markt 10 and Frankrijklaan
In October 2025, the municipality began the search for a project developer to design and construct two new buildings at the Markt 10 site and the parking lot on Frankrijklaan. This bidding process has since been successfully completed. On June 29, 2026, project developer Blauwhoed was officially selected to carry out the project, named UP!.
According to the evaluation committee, the buildings designed by Blauwhoed for Markt 10 and Frankrijklaan well with the existing development. A total of two buildings will be constructed, containing 235 housing units.
The building on the Markt will feature apartments for single- and two-person households, urban families, empty nesters, and active seniors. The building on Frankrijklaan housing for young people and first-time homebuyers. In both buildings, significant attention is being paid to social interaction and quality of life, including the creation of spacious green rooftop gardens and communal gathering spaces. The ground floor of the building on the Markt will also house amenities accessible to all Zoetermeerders.
Appearance
A key element of the plan is the emphasis on the appearance of the buildings from all sides. This creates an attractive and pleasant public space around the buildings. Residents’ cars are parked indoors and are accessible via car elevators. Both the residences and the parking facilities have been designed flexibly, allowing them to be adapted in the future to changing living and usage needs.
Follow-up
The municipality will soon enter into an agreement with Blauwhoed, setting out the terms regarding construction, scheduling, and financial conditions. Blauwhoed will then begin further developing the design and preparing the necessary permit applications. Construction is expected to begin by the end of 2028. Prior to that, the municipality will prepare the site for construction and inform nearby residents. Once the plans have been further developed, Blauwhoed will also meet with local residents to explain the project in more detail and introduce itself.
