Grant - Insulation for Single-Family Homes
With this grant, you can choose, for example, roof insulation, floor insulation, or triple-pane windows. The grant ranges from €1,500 to €3,000 per home. Regionaal Energieloket administers this program on behalf of the municipality of Zoetermeer.
What do you need to know?
Key Requirements for the Zoetermeer Insulation Grant
- You are the owner of the home.
- You live in the home yourself.
- Your home has an energy efficiency rating of D, E, F, or G. If you don't have an energy efficiency rating, you must demonstrate that at least two parts of your home are poorly insulated—for example, the roof and the floor.
- As of January 1, 2022, your home had a WOZ value of less than €477,000.
In addition, the following applies:
- You can apply for this grant through December 31, 2028, or until the funds run out.
- We process all requests in the order in which they are received.
- Your home is eligible for this subsidy program only once.
- You did not participate in the municipality's DIY subsidy program in 2024.
- You may also use the grant for work that has already been completed on or after January 1, 2025.
- The insulation measures must meet the minimum surface area and insulation value requirements. These are also specified in the terms and conditions of the ISDE subsidy at (rvo.nl).

Choose what you want to have insulated
You can apply for grants for:
- roof insulation
- floor insulation (including in the attic or loft)
- floor insulation
- Interior wall insulation
- HR++ glass or triple-pane glass
- insulated doors
- energy-efficient ventilation
Free Energy Assessment
You can have a free energy assessment conducted by Stichting Energiebewust Zoetermeer. During the energy assessment, two energy ambassadors will visit your home. Together, you’ll identify which parts of your home could be better insulated. You can also have this done if you want to know which two parts of your home aren’t sufficiently insulated.
Free, independent guidance and advice
At the Regional Energy Center, you can choose an independent advisor. They will inspect your home with you and help you make all the necessary decisions.
About the national ISDE grant from the Dutch government
Are you familiar with the national ISDE program administered by the Dutch government? If you receive the Zoetermeer Insulation Grant, there’s a good chance you’ll also be eligible for the ISDE grant. You can apply for this grant through the Netherlands Enterprise Agency (RVO): ISDE: Grant for making your home more sustainable (rvo.nl).
Good to know:
- Are you having insulation installed? If so, be sure to apply for this grant, because you’re eligible for it. We’ll deduct the ISDE grant from the grant amount you receive from us.
- Are you choosing an insulation company affiliated with Regionaal Energieloket? If so, agree on who will apply for the ISDE grant on your behalf, because they can do this for you. They always advance the ISDE grant, so you won’t have to pay that amount in any case.
- If you choose a different insulation company, you'll need to apply for the ISDE subsidy yourself.
- Are you planning to insulate your home yourself? If so, you cannot apply for the ISDE grant.
Apply for subsidy
Follow these steps
- Go to zoetermeer.regionaalenergieloket.nl/isolatieacties and apply for your grant. Have our letter with your unique housing code handy. You will need this housing code when you apply.
- Please let us know whether you'll be doing the insulation yourself or having it done.
- Please provide the necessary information, photos, and documents, such as invoices and proof of payment, or an estimate of the surface area to be insulated.

Lost your housing code?
Did you receive a letter with your housing code, but have you lost it? If so, please contact the Regional Energy Help Desk.
If you haven't received a letter by July 2027 but you do meet the requirements, please send an email to energieloket@zoetermeer.nl. And be sure to include the following:
- the WOZ value in 2022, if you know it, and
- proof of your home's energy label (such as an energy scan), or
- Evidence that at least two components (such as the wall and the floor) are not sufficiently insulated (for example, a photo or an energy scan).
In that case, we will still review whether you are eligible to apply for the grant.
