SnowWorld Zoetermeer expansion and modernization
SnowWorld Zoetermeer has plans for expansion and modernization. The municipality of Zoetermeer and SnowWorld have assessed whether these plans are feasible. During this feasibility phase, the impact of the plans on the surrounding area was also examined. Local residents and other stakeholders were consulted and had the opportunity to share their questions, concerns, ideas, and points of interest.
Plans of SnowWorld
SnowWorld’s current activities result in a high concentration of visitors during the winter months. SnowWorld therefore wants to expand its offerings to attract more visitors during the summer months as well, thereby balancing visitor numbers and operations throughout the year.
To expand its range of activities, SnowWorld has acquired Adventure Valley, the adjacent indoor and outdoor activity center.

The SnowWorld plan consists of the following components:
- construction of a hotel
- Adventure Valley Expansion
- Construction of SnowyLand, an indoor snow playground for young children
- construction of a zipline
- Improvement and Regulation of Parking Spaces
State of affairs
The feasibility phase has been completed.
On October 28, 2025, the city council adopted the SnowWorld Planning Framework (PUK). The PUK sets out the conditions and guiding principles that the further development of the plans must meet. This marks the conclusion of the feasibility phase, and the project has now entered the design phase of the implementation phase.
This does not mean that the plans are already final or that construction can begin yet. The plans will be further developed during the Implementation Phase—Design. Additional studies will also be conducted, and the necessary procedures and permits will be prepared.
SnowWorld is currently working on further developing the plans and conducting the necessary studies. The municipality is reviewing the plans and overseeing the necessary procedures.
On June 24, 2026, the municipal executive informed the city council of the current status of the project in a council memo titled “ .” This memo includes, among other things, information on the progress of the various components and the next steps.
Involving residents and stakeholders
The municipality believes it is important that residents, nearby residents, and other stakeholders be involved in the development of the plans.
In May and June 2023, the first two meetings were held regarding SnowWorld’s plans. A third meeting took place on March 26, 2024. During this meeting, the results of the feasibility studies were explained, and SnowWorld presented the revised Master Plan. Attendees were able to ask questions and share their feedback. This meeting marked the conclusion of public participation in the feasibility phase.
