Amendment decree Environmental plan municipality of Zoetermeer: first phase
Municipal rules for the physical environment must be included in the environmental plan. This plan will replace the zoning plan, among other things. The conversion of the municipal rules to the environmental plan goes in several phases. Phase 1 relates to the rural area. This area is marked in green on the map below.

Per phase, rules will also be added that relate to all of Zoetermeer. These rules deal with a theme and/or come from a municipal ordinance. For the first phase, these are the rules from, for example:
- The General Local Ordinance Zoetermeer and the Odor Ordinance.
- Rules from zoning plans related to RandstadRail, underground cables and pipes, water defenses.
- Instructional rules of the State regarding local railroads.

Low policy transposition
The rules from the zoning plans and regulations have been transferred to the environmental plan with little policy. In the process, the rules have been cleaned up and merged, resulting in fewer rules. In principle, this means that the content of the rules has remained the same. For example, if a business or home is allowed under the zoning plan, this use is also allowed under the environmental plan.
Preliminary draft amendment decision first phase available for review
On Sept. 23, 2025, the board of mayor and aldermen adopted the "preliminary draft amendment decree Omgevingsplan gemeente Zoetermeer: first phase.
The preliminary draft amendment decision will be available for public inspection from October 3, 2025 to November 13, 2025. Anyone can comment on the environmental plan within this period. Information evening Preliminary draft amendment decision environmental plan first phase
On October 16, 2025, there will be an information evening on the preliminary draft amendment decision of the environmental plan. The meeting is from 19:00 to 21:00 in the City Hall Forum. A presentation will be given from 7:30 to 8:00 pm. Beyond that, you can walk in at your convenience. At this meeting, you will be explained the format of the environmental plan and how to view the preliminary draft.
Overview content amendment environmental plan: first phase
The content of the amending act includes 4 sections.
1. The amendment decision first phase deals with converting rules from the following zoning ordinances:
- Driemanspolder-Roeleveen
- Meerzicht-Westerpark (part Westerpark)
- New Three Man Polder
- Front Road 2017 (part west of Sun Mountain 8, Front Road 117/117a and Front Road 180)
- Buytenpark
- Meerpolder
- Northern Lakes Region 2015
- Extension of third runway SnowWorld
- Front road 163
- De Leyens and Noordhove (only Noordhoven pond and associated banks or public green space along Asia Road)
- The RandstadRail of the zoning plans Meerzicht - Westerpark, Buytenwegh 2007, De Leyens and Noordhove, Seghwaert 2006, Palenstein, Driemanspolder - Van Leeuwenhoeklaan, Stadscentrum Zuid (Cultural Axis), Dorpsstraat, Oosterheem/Zegwaardseweg-Noord, Oosterhage/Businesspark Oosterheem business park and Vervoersknoop Bleizo.

2. This amending decree also deals with the conversion of rules from (all) Zoetermeer zoning plans and thus for the entire territory of Zoetermeer on the following topics:
- archaeology
- car and bicycle parking and loading and unloading
- restricted area archaeology
- obstacles and restrictions areas around pipelines
- local railroad restriction area
- restriction area water barrier
- cultural-historical object
- event site
- municipal protected townscape
- light through advertising
- transitional construction and use law
- advertising use and construction
- retail stand
3. This environmental plan amendment also deals with converting:
- rules from the Omnibus Act's dowry
- rules from the Vangnetregeling Omgevingswet
- rules about the physical living environment from other municipal regulations. These are established policy rules and parts of the General Local Bye-Law (APV) on events, catering terraces, advertising, paving, greenery and water in the outdoor space and placing objects in or on the public space
- instructional rules of the state and province
4. The environmental permits granted in derogation of a zoning plan or the environmental plan, which are located in the green area indicated on the map, are incorporated in this amendment to the environmental plan.
