Voorweg Centrum Area Development
The municipality of Zoetermeer is exploring how the area around the Voorweg station can be developed into an attractive, vibrant residential neighborhood with appropriate amenities.
An area with space for new homes, community amenities, an attractive train station, and pleasant walking and biking routes that connect seamlessly with the neighboring neighborhoods. An environment where the new building for Poppodium Boerderij will be developed in harmony with the other functions in the area.
We’ll be talking with residents, business owners, and other stakeholders. Together, we’ll explore what opportunities exist and what’s important for the future of this area.
Why are we looking at this area?
On June 2, 2025, the city council adopted the citizen-initiated proposal for the development of Voorweg Centrum. With this decision, the city began exploring options for the development of the area.
The city council has asked the city administration to explore various options for the design and development of the area. Ultimately, the plans will be formalized in an environmental program. In doing so, special consideration will be given to the new construction of Poppodium Boerderij, which is part of the planning area.
The goal is to transform the current Voorweg Hoog/Laag station area—where infrastructure currently dominates the landscape—into an attractive urban area. An area where housing, amenities (sports and culture), public spaces, and public transportation complement one another.
What opportunities are there?
The area surrounding the Voorweg Hoog/Laag station is uniquely situated. The area serves as the western entrance to Zoetermeer, lies between the Buytenwegh and Meerzicht neighborhoods, has excellent public transportation options, and offers space for new developments.
Through this area development project, the municipality aims to contribute to:
- new housing for various groups of residents
- an attractive, recognizable, and safe entrance to Zoetermeer
- stronger spatial and social connections between Buytenwegh and Meerzicht
- the development of the Voorweg Hoog/Laag station into a major public transit hub
- a space for culture, social interaction, and amenities
In addition, we are exploring how to make the area accessible, attractive, and functional for people of all ages and backgrounds, so that an inclusive and vibrant neighborhood can be created.
What are we going to investigate?
In the coming period, we will explore various options for the future development of the area.
As part of this, we are investigating, among other things:
- the layout of the area
- The Housing Plan: How Many and What Types of Homes Can Be Built
- the design of public spaces and green areas
- the amenities in the area
- Accessibility and Mobility
- how the new Poppodium Boerderij building will fit into the area
- the character and identity of the area
To this end, we are developing various urban planning alternatives. We are examining which options best align with the ambitions for the area and with what residents and other stakeholders consider important. Based on this, we will work toward a preferred alternative. This alternative will form the basis for the environmental program and for the further elaboration of the design and planning of the area’s development.
New Construction of the Boerderij Concert Hall
The construction of the new Poppodium Boerderij is a key component of the Voorweg Centrum area development. The new music venue can play an important role in shaping the identity and vibrancy of the future area. For more information, see: Feasibility Study for Poppodium Boerderij.
How can you contribute your ideas?
Your input is especially valuable right now.
At this stage, we’re particularly interested in hearing what residents, business owners, and visitors to the city consider important. What strengths do you see in the area? What opportunities do you see? And what issues or concerns would you like to share? The city is organizing discussions and public participation meetings for this purpose. A public participation meeting is an event where residents, business owners, and other stakeholders can contribute their ideas regarding a plan or development.
First Participation Meeting
The first public participation meeting will take place in late November. Local residents and stakeholders will be invited to this meeting in October.
Where do we stand now?
We are at the beginning of the process.
In the coming period, we will explore various options for the development of Voorweg Centrum. Based on studies, discussions with stakeholders, and community engagement, we will work toward identifying a preferred direction for the area.
That means there is still plenty of room to explore ideas and weigh the options.
