Share your thoughts on the research plan for the Heat Program

The municipality is investigating the environmental impacts of various solutions for sustainable heating. The Scope and Level of Detail Memorandum (NRD) outlines what we will be investigating and how we will do so. The NRD will be available for public review from October 8 through November 18, 2026. During this period, you can review the NRD and submit a “comment.” This allows you to share your views on the study plan and highlight any points you would like to raise for the environmental impact assessment.

How will we heat our homes in the future?

Zoetermeer is developing a Heating Program. This program outlines, for each neighborhood, which sustainable heating solutions are possible, such as a district heating network or an alternative to natural gas. Such solutions can have environmental impacts. That is why we assess those impacts in advance through an environmental impact assessment (EIA). The NRD describes which environmental impacts we are assessing and how we are doing so.

What can you see?

In the NRD, you can read about the topics the municipality intends to study, how that study will be conducted, and the scope of the study. The results of the study will later be used in drafting the Heating Program.

Why is the municipality asking for your feedback?

You may have questions about the future of your neighborhood. Or perhaps you feel that certain topics deserve special attention in the study. By sharing your thoughts, you can help ensure that we have as complete a picture as possible before any further decisions are made.

Here's how you can respond
