Exemption for Bicycles in Pedestrian Zones

Dorpsstraat , and the Stadshart in Zoetermeer are designated as pedestrian zones. At certain times, rules for cyclists apply here, and cycling is prohibited. Are you a resident of the municipality of Zoetermeer and do you have a walking disability that limits you to 100 meters? If so, you can apply for an exemption to be allowed to cycle in the Dorpsstraat and the Stadshart during the cycling ban.

Who is this exemption for?

You can apply for an exemption if you: 

  • Have difficulty walking due to a physical disability; and
  • rely on a bicycle to travel short distances and reach various amenities.

For what times does the exemption apply?

With this exemption, you are permitted to ride a bicycle in the pedestrian zones of the Stadshart and the “ Dorpsstraat ” at times when cycling is normally not allowed. The exemption applies in the Stadshart:  

  • daily between 9:00 a.m. and 6:00 p.m.
  • on Friday during late-night shopping, between 5:00 p.m. and 9:00 p.m. 

The exemption applies to the " Dorpsstraat":

  • Monday through Saturday from 9:00 a.m. to 6:00 p.m.
  • on Friday during late-night shopping, between 5:00 p.m. and 9:00 p.m.

What do you need for the application?

Please include one of the following documents with your application: 

  • A copy of your valid disability parking permit (GPK); or
  • A signed medical statement from your primary care physician or medical specialist indicating that you have a walking limitation of 100 meters.

What happens after your application?

The municipality will review your application within 8 weeks. You will be notified of our decision by email. If your application is approved and you have paid online, you will receive the following by mail:

  • a personalized exemption certificate
  • a sticker for your bike, if you've requested one

The sticker is not required, but it can make it clear to enforcement officials and other users of public spaces that you have an exemption, which means you will not be fined.

If you chose to pay at the counter at City Hall, you will receive an email notifying you that you can come to pay for and pick up your exemption. Did you also request a sticker? What if your application is incomplete?

If any information is missing, we ask that you complete your application. If you do not do so within the specified time frame, we will not be able to process your application.

How long is the exemption valid?

The exemption is valid for 5 years from the date of the decision by the municipality of Zoetermeer.
