Starting a sex business

• Only 3 sex businesses are allowed in Zoetermeer.
• You always need a permit.
• Does your sex business stop or is it taken over by someone else? Then you must report this to the municipality.

Rules

If you want to start a sex business, adhere to the following:

• The owner and any manager(s) are 21 years of age or older.
• The prostitutes who work there are 21 years of age or older.
• The sex business fits into the municipality's environmental plan.
• The sex business meets the requirements in terms of furnishing, fire safety and business operations (including hygiene).
• The operator and any manager(s) must not be in receivership.
• The operator and any manager(s) must not have been deprived of parental authority or custody.
• The operator and any manager(s) are of impeccable conduct.

Furnishing the property

It must comply with several rules:

• the conditions of the environmental plan*.
• you need an environmental permit (because of fire safety or building or renovation plans)
• You may also need an Alcohol License

* The municipality's environmental plan states where buildings may be built and what buildings may be used for.

A Bibob procedure is part of the permit application. This means that the municipality investigates whether you are not going to use the permit to commit criminal offenses. For more information, see the Bibob product.

The municipality will determine within 6 months whether you will receive a permit.
