Alcohol permit
You need an Alcohol permit if you want to serve alcohol in a catering establishment or sell liquor in a liquor store. The obligation to have an Alcohol permit also applies to serving alcohol in (para)commercial establishments such as:
- sports canteens and club buildings
- company restaurants or company canteens
- healthcare institutions
- funeral homes or crematoria
- museums
You do not need an Alcohol permit if you sell only weakly alcoholic beverages (= beverages with low alcohol content, such as beer or wine) that are not drunk on your premises, such as in:
- food companies
- supermarkets
- takeaway restaurants
- party catering
If you serve alcohol in a cafeteria, you will need an alcohol permit.
Exploitation permit
To start a catering business in Zoetermeer, you need an Exploitation Permit for a catering business. You may also need to make other applications, such as to place a terrace at your catering establishment. You can fill out the Horecawijzer to see what you all need.
Notice! Are you taking over a hospitality business? Then you cannot take over the permits. You must reapply for an Alcohol permit and Exploitation permit yourself.
Serving alcohol at an event
Do you want to serve alcohol during an event ? Then you must apply for an exemption for serving alcohol.
What you need to know
An Alcohol permit allows you to sell and serve alcohol to persons 18 and older.
You can obtain the permit if you meet the following conditions:
- The applicant and managers are at least 21 years old and have an SVH Social Hygiene Declaration or Declaration of Professional Competence. You can look this up in the Social Hygiene Register .
- The applicant and supervisors are not in any way of bad character.
- The applicant and managers may not be under guardianship or administration.
- A manager must always be present in your business. This manager is also listed on your permit.
- The Bibob investigation must result in a positive recommendation.
- Your company must meet construction requirements, such as:
- There must be at least one room of 35 m² intended for the consumption of alcohol.
- There must be at least two separate toilets.
- There must be properly functioning mechanical ventilation in the company.
Permits are not transferable
Are you taking over a hospitality business? Then it is important, that you know that the permits are not transferable.
Both the Alcohol permit and the Exploitation permit are granted to the person who operates the catering establishment and not to the catering establishment itself. Thus, you cannot "take over" the permits. You must apply for a new Alcohol and Exploitation permit yourself.
Associations and foundations
Additional conditions apply to associations and foundations that serve alcohol:
- The hours during which alcohol is served and the age limit are displayed in a clearly visible place.
- There are at least 2 managers within the association or foundation with an SVH Social Hygiene Declaration .
- The house rules regarding the serving of alcohol and alcohol consumption are stated in the administrative regulations of the association or foundation.
Apply
You apply for the permit in the municipality where your company is located.

Please note! You can only submit these documents in the following file formats: Word, Excel or Pdf. This means that a photo of a document will not suffice.
- A floor plan (with dimensions) of:
- the property (including terrace)
- the location and layout
- the purpose of the spaces to be distinguished
- the boundaries of the catering establishment's premises
- A copy of a valid identity document of the entrepreneur(s)/director(s) and all managers who are employed.
- Are you making this application on behalf of someone else? If so, an authorization and a copy of a valid ID from this person(s) is also required.
- A copy of the employment contract of all managers who are employed.
- Optional: a statement of non-interference.
- This allows directors to indicate that they have no involvement in the management or operation of the catering or liquor store business.
- These persons do not need to have a Declaration of Social Hygiene.
- Statements of Social Hygiene do not need to be sent along. We look these up in the register ourselves. However, managers must have this certificate.
- For associations or foundations: a copy of the board regulations.
Change of manager or facility

Have you submitted the application with all the correct documents? You will be notified within 8 weeks. If more research is needed, this period can be extended by 8 weeks. You will be informed about this.
Objecting
Do you disagree with the decision? Then you can object within 6 weeks from the date of the decision.
