Alcohol License

You need an Alcohol Permit if you want to serve alcohol in a catering establishment or sell liquor in a liquor store. The obligation to have an Alcohol Permit also applies to serving alcohol in (para)commercial establishments such as:

  • sports canteens and clubhouses
  • company restaurants or company canteens
  • healthcare institutions
  • funeral homes or crematoria
  • museums

You do not need an Alcohol License if you sell only weakly alcoholic beverages (= beverages with low alcohol content, such as beer or wine) that are not drunk on your premises, such as in:

  • food companies
  • supermarkets
  • takeaways
  • party catering

If you serve alcohol in a cafeteria, you do need an Alcohol License.

Operating license

To start a catering business in Zoetermeer, you need an Exploitation Permit for a catering business. You may also need to make other applications, such as to place a terrace at your catering establishment. You can fill out the Horecawijzer to see what all you need.

Notice! Are you taking over a hospitality business? Then you cannot take over the licenses. You must reapply for an Alcohol Permit and Operating Permit yourself.

Serving alcohol during an event

Do you want to serve alcohol during an event? Then you must apply for an alcohol serving dispensation.

What you need to know

An Alcohol License allows you to sell and serve alcohol to persons 18 and older.

You can get the permit if you meet the following conditions:

  • The applicant and managers are at least 21 years old and have an SVH Declaration of Social Hygiene or Declaration of Professional Competence. You can look this up in the Register of Social Hygiene.
  • The applicant and managers are not of bad character in any respect.
  • The applicant and managers must not be under guardianship or administration.
  • An executive must always be present in your business. This manager is also listed on your license.
  • A positive opinion must follow from the Bibob investigation.
  • Your business must meet building requirements such as:
    • There must be at least one room of 35 square meters dedicated to the consumption of alcohol.
    • There must be a minimum of two separate toilets.
    • There must be functioning mechanical ventilation in the facility.

Permits not transferable

Are you taking over a hospitality business? Then it is important, that you know that the licenses are not transferable.

Both the Alcohol License and the Operating License are granted to the person who operates the catering establishment and not to the catering establishment. Thus, you cannot "take over" the licenses. You must apply for a new Alcohol and Operating Permit yourself.

Associations and foundations

Additional conditions apply to associations and foundations that serve alcohol:

  • The hours when alcohol is served and the age limit is posted in a highly visible place.
  • There are at least 2 managers within the association or foundation with an SVH Certificate of Social Hygiene.
  • The house rules surrounding the serving of alcohol and alcohol consumption can be found in the association or foundation's board rules.

Notice! You can only submit these documents in the following file formats: Word, Excel or Pdf. This means that a photo of a document is not sufficient.

  • A floor plan (including dimensions) of:
    • the property (including terrace)
    • the location and layout
    • the purpose of the spaces to be distinguished
    • the boundaries of the premises of the catering establishment
  • A copy of a valid ID of the business owner(s)/director(s) and all salaried executives.
  • Are you making this application on behalf of someone else? If so, an authorization and a copy of a valid ID from this person(s) is also required.
  • A copy of the employment contract of all salaried executives.
  • Optional: a statement of no interference.
    • This allows directors to indicate that they have no involvement in the management or operation of the catering or liquor business.
    • These persons are not required to have a Certificate of Social Hygiene.
  • Statements of Social Hygiene do not need to be sent along. We look these up in the register. However, managers must have this certificate.
  • For associations or foundations: a copy of the board rules.
