Bibob
The Bibob Act (Act on the Promotion of Integrity Assessments by Public Authorities) helps us prevent criminal activity. As a municipality, we do not want permits, grants, tenders, or real estate transactions to be misused for purposes such as money laundering or other criminal activities.
That is why we may conduct a Bibob assessment in connection with an application or partnership. This allows us to determine whether there is a risk that the application could be used for criminal activities. If such a risk exists, we may refuse or revoke the application, or terminate an agreement. In this way, we work together to ensure a safe and ethical municipality of Zoetermeer.
Why do we do a Bibob investigation?
We conduct a Bibob investigation to prevent permits from being used to commit criminal offenses, such as laundering undeclared or criminally earned money.
Among other things, we ask for information about who you are and where the money used for the business comes from. By doing this research, the municipality also protects the position of trustworthy entrepreneurs.
When do we conduct a Bibob investigation?
We always conduct a Bibob investigation when you apply for one of the permits listed below:
- Alcohol license.
- Horeca Operating Permit.
- Environmental permit (when construction costs exceed €500,000).
- Environmental permit for activities that fall into the risk categories. Examples include car dealership, garage, hair salon, wellness business and coffee shop (see policy rules Bibob).
- Permit to start a sex business.
- Permit to organize a martial arts gala (see: Organizing Event).
In addition, we can conduct a Bibob investigation for:
- Bids
- Government contracts
- Subsidy
- Indications of or suspected misuse of permits
How does a Bibob investigation go?
Please fill out the online form available on this webpage (under "What you need to do"). Include this form with your permit application.
In addition to the information you provide, we also request information from the Internal Revenue Service, police and judicial authorities. We assess your application. If necessary, we also request advice from the Landelijk Bureau Bibob (LBB). The Landelijk Bureau Bibob carries out a more extensive investigation.
It is important that you complete the Bibob form fully and honestly and send it with the appropriate attachments. If you fail to do so, we may not process the application or revoke the existing permit. It is punishable to fill in incorrect data. Your data will be treated confidentially.
Are you not cooperating with the study? Then unfortunately we cannot process your application.
What are the consequences of a Bibob investigation?
In most cases of a Bibob investigation, there is nothing wrong and we can issue the requested permit or grant. Do we have suspicions of criminal abuse after the Bibob investigation? Then we will not issue the requested permit or grant or we will attach conditions to the application. We may also decide to withdraw the existing permit and/or subsidy or stop an agreement.

Decisions of the facts of the past 5 years:
- if you are convicted
- If you have entered into a settlement with the prosecution
- If you have been identified as a suspect
- If you have received an administrative or tax fine
+ Upon denial of a permit (if applicable)
Decisions of the facts of the past 5 years:
- If a license for your business has been denied or revoked
- If your business has been closed by order of the mayor
+ Data on financing
- opening balance sheet, investment and financing budget (for a new company)
- income data for the past 3 years (annual financial statements for business owners and annual tax returns in other cases)
- last paycheck or benefit statement (if applicable)
- supporting documents showing the amount and source of equity (bank statements, etc.)
- A copy of the financial agreement per funder/financing
- per debt situation a debt agreement
- Evidence showing the (amount of the) debt (bills, assessments, etc.)
How long will it take?
The Bibob investigation takes place within the time normally required for a permit or grant application. This varies for each permit and/or grant.
If we seek advice from the National Bibob Bureau, it may take 8 to a maximum of 12 weeks longer for us to make a decision on your application.
File an objection
Do you disagree with the decision? Then you can object within 6 weeks from the date of the decision.
