Preliminary consultation of construction plans
If you are going to build, renovate or demolish, you usually need an Environmental Permit.
Do you want to know if your plans are feasible? Then you can officially ask the municipality for advice beforehand. This is called a request for preliminary consultation. You can also do this in writing. Attention! A preliminary consultation is not the same as requesting information from the Environmental Counter. The preliminary consultation takes place before the official application for the environmental permit.
The response given to the request for preliminary consultation is not a decision within the meaning of the General Administrative Law Act. Therefore, no objection can be made against the advice.
There are 2 options for submitting a pre-consultation request:
1. Written pre-consultation
The written preliminary consultation is intended for:
Plans that do not fit into the current environment plan. You can view the environment plan via Omgevingsloket | Rules on the map.
Written pre-consultation is not intended for:
Plans that fit into the applicable environment plan. You can view the environment plan via Omgevingsloket | Rules on the map. Complicated plans that do not fit into the environment plan and require weighted advice and/or advice with the consent of the municipal council. Or plans that have a major impact on the local environment and are socially or administratively sensitive. For this you can use the environmental consultation request form.
Examples of complex plans include:
- A new apartment complex downtown that violates the environmental plan.
- A new care complex with more than 50 care homes in violation of the environmental plan.
- A new distribution center near a residential area in violation of the environmental plan.
What data do we need?
For the written pre-consultation form, we need some data. Depending on your plans, you may need to complete several sections of the form.

Tips
- Does your plan fit into the environmental plan but do you still have questions about the feasibility of your plan? If so, contact the Environment Desk.
- Every Thursday, the City Building Inspector holds a walk-in consultation hour. Here you can have your building plan reviewed in advance by the City Building Inspector in order to get an idea of how the Building Inspector thinks about your plans.
2. Environmental Consultation
Within the Environmental Consultation we will examine whether your plan is desirable and/or feasible. Environmental consultation is a preliminary process chosen for complex (renovation) plans. By doing all the research beforehand, you will know whether we can cooperate in deviating from the environmental plan. This increases the chance that the environmental permit for your (renovation) plans will be granted within the standard processing time. The coordination of your (rebuilding) plans with the environment (e.g. your neighbors) does not fall within the scope of the environmental consultation.
The Environmental Consultation has 2 components: desirability and feasibility.
- Desirability: Does your plan fit the (environmental) vision and strategic goals of the municipality and cooperating organizations.
- Feasibility: If the plan is desirable, it will be assessed for feasibility one step at a time. This is a process in which, in consultation with you, a number of conversations are held to see if your plan is feasible. The development of your plan is also discussed with you.

The Environmental Consultation is not for:
Plans that do not fit into the environmental plan, but do not require an aggravated opinion and/or an opinion with the consent of the municipal council. Or plans that do not have a major impact on the local environment and are not socially or administratively sensitive. For this you can use the form request written preliminary consultation.

Once you have made an appointment you will receive a confirmation e-mail. This e-mail also contains a link that allows you to change or delete your appointment.
Are you changing your appointment? Don't forget to delete your other appointment!
Do you no longer have the e-mail? Call 14 079. A staff member can change or delete the appointment for you.
Costs
Environmental consultation
If the application relates to holding environmental consultations on one or more activities that may have consequences for the physical environment, you will pay:

Processing request
A fee will be charged for processing your application. Even if your application is rejected, you will have to pay these fees.
The total costs for processing an application for an environmental permit for a project depend on what you are going to build. An overview of all costs can be found in chapter 5 of the Fees Regulation .

Environmental permit deviates from the environmental plan
Do you want to use land or a building in a different way than stated in the zoning plan? Then you must apply for an environmental permit for conflicting use.

Notification of use of public space when carrying out construction work
Do you want to temporarily place a container, scaffolding, construction shed, mobile crane or aerial work platform during construction work? Then you must report this to the municipality.

Neighbour Law
Even if you have obtained an environmental permit or are allowed to build permit-free, you must still comply with neighbor law. Neighbour law is regulated in the Civil Code (Book 5, Title 4). Talk to your neighbors in advance about your (building) plans.
Waste collection at new home(s)
Newly constructed housing(s) must take waste collection into account. New homes will either have a connection to a central (underground) waste container or mini containers. Arrangements must be made with the municipality for both situations.
