The pressure on the housing market in Zoetermeer is great and increasing rapidly. The municipality has agreed to build an additional 700 homes per year in Zoetermeer.

A total of 10,000 housing units will be added over the next 10 to 15 years, and the municipality is investigating options for an additional 16,000 housing units. The acceleration particularly concerns the larger development sites in the Downtown and Entrance Area.

The agreements on housing construction in 2017 were laid down in the council decision on housing construction Zoetermeer and the council decision on housing program.

Plot Passports

On Oct. 8, 2018, the City Council adopted the Housing Acceleration Agenda. This identifies 14 locations where housing construction can be started quickly. For each location, the desired development direction is laid down in a so-called Plot Passport. Think of type of housing, target groups, parking and building height.

Target groups

The Housing Acceleration Agenda focuses particularly on building for young people, middle-income and empty-nesters. This way we increase the flow in the housing market. It has been agreed to divide the new construction into 27% low-cost rental, 25% medium rental and 48% owner-occupied housing and a limited percentage of expensive rental.

Participation

Once there is a concrete plan for a site, local residents and other interested parties will be involved in the infill of the site, such as the public area, architecture and traffic.
